David Rothstein

Cities for Financial Empowerment Fund

David Rothstein is senior principal at Cities for Financial Empowerment Fund which leverages municipal engagement to improve the financial stability of low- and moderate-income households by embedding financial empowerment strategies into local government infrastructure. David leads the effort to expand access to safe and affordable banking through the national Bank On movement. This includes partnering with and supporting more than 100 Bank On coalitions and over 400 banks and credit unions of all sizes to grow the availability of accounts meeting the Bank on National Account Standards. David also leads external Bank On partnerships, working with regulators, funders, and national stakeholders.

Previously, David served as deputy director of Resource Development and Public Affairs for Neighborhood Housing Services of Greater Cleveland, providing fund development and policy leadership. He also served as a senior research fellow for the New America Foundation in asset building and the Program Director for the Ohio CASH Coalition with Policy Matters Ohio where he published dozens of policy briefs and academic articles.

David has a BA in political science from John Carroll University and an MA from Kent State University.
