Diana C. Starks

Senior Vice President and Senior Diversity Advisor

Diana C. Starks is a senior vice president and senior diversity advisor within the Office of Diversity, Equity, Inclusion, and Opportunity and director of the Office of Minority and Women Inclusion at the Federal Reserve Bank of Cleveland. There, Ms. Starks supports the Bank’s workforce diversity initiatives; diversity and inclusion education, learning, and development; strategic collaboration with colleagues to develop a nationally recognized supplier diversity program; and efforts to deepen the Bank’s community presence through the provision of financial education and literacy programs for students living in socioeconomically distressed neighborhoods. Her responsibilities also include supporting the Bank’s focus on racial equity. In addition, she is a member of the Bank’s Executive Leadership Team.

Ms. Starks’ Federal Reserve System experience includes serving as the Cleveland Reserve Bank’s chief diversity officer from 2019 through 2022 and as chair of the System Council of Directors of the Office of Minority and Women Inclusion (OMWI Council) from 2020 through March 2023. In this latter role, she led the development and execution of the strategic priorities of the council and worked closely with the Subcommittee on Human Resources in advancing the Federal Reserve System’s talent development initiatives.

She has held various operations, management, and leadership positions, including assistant secretary to the Federal Reserve System’s Conference of First Vice Presidents in 2008 and 2009. She is a board member of the Ohio Diversity Council and the Ohio Federation of Health Equity and is on the

Ms. Starks holds a BBA from Hiram College, an MA in psychology with a certification in diversity management from Cleveland State University, and an MA in organizational management from the University of Phoenix. She is a graduate of the DiversityFIRST™ certification program and is recognized as a National Diversity Council certified diversity professional (NDCCDP). She participated in graduate-level course work in Christian ministries at Malone College and is a graduate of both the United Way Leadership Development program and the Bank Administration Institute's operations and technology program.
