Senior Economic Advisor
Mark D. Vaughan is a senior economic advisor in the Office of Policy Analysis. His focus is applied research on topics in banking supervision. Most recently, he has studied the impact of Federal Home Loan Bank funding on bank safety and soundness—with particular attention to the implications for deposit-insurance pricing.
Before joining the Cleveland Fed, Mark taught banking and macroeconomics at his doctoral alma mater in St. Louis and worked part-time on policy projects for the Federal Reserve Bank of Richmond. Before that, he spent four years as an assistant vice president in the supervision function at the Richmond Fed, where he directed the policy unit and oversaw System examiner training in market and liquidity risk. Prior to Richmond, Dr. Vaughan worked 10 years at the Federal Reserve Bank of St. Louis, where he founded and led a policy group in banking supervision.
Dr. Vaughan earned his PhD in economics from Washington University in St. Louis. He also holds a bachelor’s degree in business and master’s degree in economics from Baylor University.
