Pay.gov
The Federal Reserve Bank of Cleveland eGovernment department develops and implements electronic payment solutions for the Federal government.
Pay.gov was developed by FRB Cleveland under the direction of the US Treasury Financial Management Service to support the business needs of Federal agencies. Pay.gov offers electronic collection methods for online transactions, helping agencies convert paper forms into documents that can be presented and accepted electronically. Government agencies use Pay.gov to facilitate e-commerce with individuals and companies, providing the ability to submit ACH or plastic card payments to agencies electronically through the Web.
Debit Gateway
Gateway applications and settlement services are being created in order to separate item/entry presentment and settlement processes from the collection channels to modernize, streamline and improve collection processes.
Debit Gateway will:

Receive check and ACH transaction data from multiple collection channel applications

Determine whether to present the transaction as an ACH entry or a check

Create payment mechanism formatted entries and presentment/origination files

Deliver the entry files to FedACH or Check

Process and settle forward and return transactions

Provide check and ACH debit entry data to the channel applications for reporting purposes
