The Cleveland Federal Reserve Bank had begun operations seven years earlier in leased offices in the Williamson Building on Euclid Avenue.

But banking activity had grown so quickly in the Fourth District — which includes all of Ohio, the eastern part of Kentucky, the western part of Pennsylvania, and the northern panhandle of West Virginia — that the Cleveland Fed had outgrown the available space. At that time, the Cleveland Federal Reserve held total assets of $613,777,000, making it the third-largest of the twelve Federal Reserve District Banks.
