Supplemental Instructions for reporting participations in the Treasury Department's Capital Purchase Program (CPP): The attached document expands on FR Y-9C supplemental instructions by addressing reporting gaps for the FR Y-9LP and FR Y-9SP.  In addition, it has been reorganized into sections for C and S corporations.

Examples of Reporting an On-Balance Sheet Security That is a Direct Credit Substitute Not Eligible for the Ratings-Based Approach in Call Report Schedule RC-R – Regulatory Capital:   This guidance is also applicable to FR Y-9C Schedule HC-R -- Regulatory Capital.  Call Report RC-R line items referenced in these examples are directly comparable to FR Y-9C HC-R line items. 

These examples supplement the instructions on this topic that was added to the Call Report Schedule RC-R instructions in the March 2009 Call Report instruction book update.  The March 2009 FR Y-9C Supplemental Instructions provides a cross-reference to the Call Report Schedule RC-R instructions for guidance on this topic.

Interagency Statement on the Regulatory Capital Impact of Losses on Fannie Mae and Freddie Mac Preferred Stock: This link provides an overview of the regulatory reporting implications of the tax change enacted in Section 301 of the Emergency Economic Stabilization Act of 2008 (EESA).  Appendix B provides detailed guidance for the FR Y-9C on how to report the effect of the change in the tax treatment of losses on Fannie Mae and Freddie Mac preferred stock in the regulatory capital schedule for September 30, 2008. If you have already filed your September 30, 2008 FR Y-9C report you may elect to submit an amended report.
