Proposed FR Y-9C and FR Y-9SP Revisions Related to the Revised Regulatory Capital Rules

  The Board of Governors of the Federal Reserve has issued a request for comment on the information collection proposal on the proposed revisions to the FR Y-9C and FR Y-9SP reports related to the revised regulatory capital rules approved by the Board on July 2, 2013. The FR Y-9C, Financial Statements for Holding Companies, is reported quarterly by holding companies with $500M or more in total consolidated assets. The FR Y-9SP, Parent Company Only Financial Statements for Small Holding Companies, is reported semi-annually by holding companies with less than $500M in total consolidated assets. The Federal Reserve proposes to revise the current Schedule HC-R, Regulatory Capital, on the FR Y-9C report. Schedule HC-R will be separated out into two parts: Part I, which would collect information on regulatory capital components and ratios, and Part II, which would collect information on risk-weighted assets. Non-exempt SLHCs would begin reporting on the proposed Schedule HC-R, Part I.B, starting with the March 31, 2015 as-of date. The Federal Reserve proposes to revise the FR Y-9SP report by adding a new Schedule SC-R, Regulatory Capital Components and Ratios, to collect consolidated regulatory capital data from small non-exempt SLHCs. This schedule would be reported starting with the June 30, 2015 as-of date. FR H-(b)11 Initial Federal Register Notice

  The Board of Governors of the Federal Reserve has issued a request for comment on the information collection proposal to change the FR H-(b)11 reporting panel. The Federal Reserve proposes to revise the current FR H-(b)11 respondent panel to include only exempt SLHCs. Currently, all SLHCs file the FR H-(b)11. Since the non-exempt SLHCs file other Federal Reserve regulatory reports, the FR H-(b)11 is no longer needed from these SLHCs for supervision purposes. Comments on this proposal must be submitted on or before September 27, 2013. Final Basel III Regulatory Capital Rules Approved

  The Federal Reserve Board approved a final rule to help ensure banks maintain strong capital positions that will enable them to continue lending to creditworthy households and businesses even after unforeseen losses and during severe economic downturns. The final rule minimizes burden on smaller, less complex financial institutions.; It establishes an integrated regulatory capital framework that addresses shortcomings in capital requirements, particularly for larger, internationally active banking organizations, that became apparent during the recent financial crisis. The rule will implement in the United States the Basel III regulatory capital reforms from the Basel Committee on Banking Supervision and certain changes required by the Dodd-Frank Wall Street Reform and Consumer Protection Act. FR Y-8 and Nonbank Reporting As of March 31, 2013

: FR Y-8 and Nonbank Reporting As of March 31, 2013
  Per the phased in reporting requirements for SLHCs, the FR Y-8 and Nonbank (FR Y-11 and FR 2314) reports are reportable starting with the March 31, 2013 as-of date for non-exepmt SLHCs. The FR Y-8, The Bank Holding Company Report of Insured Depository Institutions’ Section 23A Transactions with Affiliates, is to be filed by all top-tier SLHCs on behalf of their depository institutions. The FR Y-11, Financial Statements of U.S. Nonbank Subsidiaries of U.S. Bank Holding Companies, and the FR 2314, Financial Statements of Foreign Subsidiaries of U.S. Banking Organizations, are to be filed by SLHCs on behalf of their nonbank and/or foreign subsidiaries, if they meet certain criteria outlined in the report instructions. As such, the HC/Structure unit has created two short training modules for these reports to provide an overview on reporting. Registration is Now Open for the SLHC FR Y-6 and FR Y-10 Reporting Training Sessions

  Register here for the upcoming SLHC FR Y-6 and FR Y-10 reporting training sessions for Fourth District institutions. Two sessions will be held, one in Cleveland on December 10, 2012 and one in Cincinnati on December 12, 2012. Please limit the number of attendees to two people. These sessions will last from 10:00 AM to 4:00 PM and a continental breakfast and lunch will be provided. Please choose the session that is most convenient for you. The last day to register will be Friday, November 9th, so please be sure to register soon. More details will be forthcoming.
